I am writing on behalf of Liquid Web, and am looking to add our new mirror server to the whitelist on msync.centos.org. Our new mirror server IP address is 67.227.158.219, which will be where the requests to the rsync server comes from. This server is planned to replace all of our existing mirror servers.

With the above being said, I'm not sure if you have a mirror dashboard similar to Fedora, however we do not seem to have record of credentials for that. Feel free to move our sites to this account as we have this account in our password manager.

msync.centos.org is considered "legacy" and doesn't contain any active centos release. Starting from CentOS Stream 9 (and so also including 10) it's all hosted in Fedora mirrormanager instance, so if you have already an account on https://mirrormanager.fedoraproject.org (aka a Fedora FAS account), that means you can already register your mirror.
Consider also reading https://wiki.centos.org/HowTos(2f)CreatePublicMirrors.html#CentOS_Stream_9 as it contains some useful informations, including the link to this tracker, but using a different template for such request. You don't need to open a new ticket though, so just ensure that needed informations are in this ticket and I'll then attach the CentOS category on your existing host in mirrormanager

I do not know if we'll be mirroring CentOS Stream repositories as we do not plan on using stream in our environments. We still utilize the old CentOS repositories for CentOS 6 and 7, and will probably continue to need them until our customers stop using these products. If you plan on removing these legacy repositories, it sounds like we should just have the archive as is and stop syncing with your repositories.
Well, mirror.centos.org is now an empty structure so we stopped allowing people to rsync empty directories :) If you want outdated content , you can consider https://vault.centos.org and/or your own local mirror. So it seems there is no action to take on our side and let me close this ticket (feel free to reopen if needed)
