#1412 SIGs/releng : modify releng/signing process

We just have to slightly modify our releng/signing process used in the CBS env (for SIGs) to ensure that :

c10s will be correctly processed when it will land (soon)
c8s artifacts will be pushed to mirror.stream.centos.org instead of mirror.centos.org (discussed on centos-devel list thread)

The needed changes were pushed and tested in .stg. environment
