There was a rebase in el9.3 for ncurses package and we need to satisfy the ncurses-compat-libs pkg (needed by one of our raid hba monitoring tool) that is unreleased in el9 repo (so have to rebuild it in infra tags)

doing it straight away as it's currently blocking all dnf transactions on our infra/servers fleet (and generated quite some zabbix warnings)
All done, tested in Staging Env and repository promoted to -release so will be ok for all servers
