Filing this issue here so we can continue the conversation from this week's meeting regarding rebuilding OVS against RHEL9 build roots in addition to the current C9S ones to help with potential dependency issues with stream and RHEL/rebuilds in the future.

My proposal is to create nfv9-openvswitch-common-[el9-build|candidate|testing|release] as opposed for rhel9 buildroot tags.
no particular inheritance needed ? if not I can create the tags right away
It should be similar to https://cbs.centos.org/koji/taginfo?tagID=2431 but with RHEL instead of CentOS.
There is an equivalent to centos9s-buildroot (with all -devel packages) for RHEL9?
