Hello LATAM!

Stop approving lonely tickets:
Reviewing some numbers, we overspent the $1300 budget stipulated for Q1 (@mayorga mentioned it on our latest meeting). As a region, we do not respect what the Council said (limiting to the budget we have). For not cutting reimbursements roughly, I will review which are the pending approved tickets and determine which are going to receive the reimbursement (I already spoke to Neville).

Lets align events with new mission statement:
We have to re-invent how we propose events and tickets related to events. So far it worked but with new mission statement our methodology might not fit. I got some ideas I would like to share to you next meeting. The objective is to make LATAM clear of the new procedure and to document it on the wiki.

Thanks for your new proposal @athoscr, please send to the list, and let people discuss it a period of time, and yes @potty, collecting your ideas here, will give people the opportunity to give his opinion, instead to discuss it, at the meeting

I think X could be 300 USD, in the past I read it was USD 499 but, eg. if we have USD 1300 for this quarter, we could be without funds in a week and I think it need to be controlled (that happend).

Sorry, but i need to write this in spanish:

Ciertamente hay problemas este trimestre con el presupuesto y de cierta manera es normal que suceda, nuestro gran evento en la región de LATAM todos los años es el Flisol y justo es este trimestre y además se da en simúltaneo en muchos países el mismo día por lo cual casi todos los embajadores estamos pidiendo presupuesto para swag y muchas otras cosas relacionadas al evento y viajando para hacer presencia en el mismo.

Otros años no se había notado ya que teníamos más presupuesto y mucha menos comunidad, sin embargo gracias al trabajo de muchos embajadores esa comunidad ha ido creciendo (para bien) pero en contraparte el prespuesto se ha ido reduciendo por falta de uso, bueno hemos llegado al punto de inflexión en donde la reducción de presupuesto es tal que ya es un problema para la creciente comunidad que hace uso de el.

Basado en esa circunstancia pienso que la solución no es pedirle a los embajadores que no hagan tickets, en vista que el fudcon ya no se va a dar en la región y que una de las cosas que se dijo es que eso no significaba que nos iban a quitar el presupuesto si no que más bien querían redireccionarlo a FADS y a otro tipo de eventos locales, bueno, pienso que podemos empezar por acá a gastar el presupuesto del Fudcon para tapar el hueco fiscal que supone este trimestre y ya el año que viene se pueden tomar mejores medidas, entre las cuales pueden ser:

  1. Aumento del presupuesto para este trimestre, ya que acá es donde más se gasta, eso no significa que tengamos que pedir más, si no que se puede canalizar presupuesto de otros trimestres más flojos para apoyar a este (cosa que tiene que ser evaluada con el card holder a ver si existe excedente en otros trimestres basado en el comportamiento de años anteriores).

  2. Redireccionamiento del presupuesto del Fudcon para atender FLISOL de forma más adecuada.

  3. Revisión de los pedidos de SWAG y ver si hay posibilidad de establecer pedidos del mismo en otros trimestres para no ahogar los fondos destinados al FLISOL.

Otra cosa a evaluar es, si otros años nos reducian presupuesto por falta de uso, es una opción aumentarlo si ya no es suficiente?

Dejo estos puntos a modo de reflexión para que podamos discutirlos, la propuesta de @athoscr de llevar en un sitio público el log del presupuesto me parece muy buena por cierto, sin embargo el quitar el veto por país no me lo parece, ya que existen regiones que pueden ejercer gran influencia en los votos para favorecerse a si mismos debido a que tienen muchos más embajadores.

Hola Richenzendy, concuerdo totalmente contigo. Respecto al primer punto que sugieres se debe mencionar que en un correo electronico de @bex los 1300 dolares de este trimestre es atipico y no deberia considerarse como un recorte de presupuesto.

Por otro lado considero que hasta el momento no tenemos una estrategia de trabajo clara a nivel latinoamericano y esto nos ata de manos para tomar decisiones adecuadas respecto a los eventos, swags, etc. Deberiamos tener algunos planes de trabajo flexibles que ayude a hacer presupuestos mejores para cada trimestre.

Respecto al veto por pais tambien estoy de acuerdo contigo, si a esto se agrega el voto en los tickets en pagure seria más sencillo que se aprueben tickets haciendo prevalecer la ventaja numerica sin dar posibilidad de discutirlos adecuadamente.

@athoscr apoyo lo que dices respecto al tiempo en que los tickets deberian ser aprobados pero eso depende de las personas que los crean, si los tickets se crean al menos con un dia de anticipación, tienen la información adecuada (fechas, costos, cantidades, etc) y se respetan los procedimientos establecidos (pagina de wiki entre otros) no deberia de haber inconvenientes en que se aprueben de forma rapida.

Here are some important points regarding the first part of this issue:
- So far we have spent USD 1848.57, which represent an excess of USD 548.57 from the USD 1300 assigned to LATAM.
- Reviewing the remaining approved issues (#395, #397, #398, #399, #400) we still have to pay USD 813.80.
- This represent that LATAM have spent twice the assigned budget which will not be good under Council eyes but historically Q1 is one of the quarters we spend most of our budget (after Q3) due to FLISOL (which is a regional event and most LATAM countries participate).
- I told Neville to stop reimbursements. I want to discuss this particular situation with FCAIC and Council to look for a healthy solution.

Regarding the re-invention of event proposals we have to consolidate all the efforts for events and create budget per event, not per country. Last years we make budget per country per event but this should end. Another important thing is to have one wiki per event and every participant country should contribute there. Finally, events should have positive impact on Fedora (just attending does not add value).

This should help. The budgets are currently $0 for most events, but could easily be set by potty and neville to reflect the approved tickets. In fact, anyone can set them by submitting a request via pagure and they can be approved by neville and potty (or me) so that the data entry work is able to be shared.
