My name is Eduardo Echeverria, I'm an active Fedora contributor in packagers team where I am in the roles of sponsor and provenpackager, and I also contribute in infrastructure where I worked in the deploy of Ask Fedora in multilingual instances. Currently I am being a programming mentor in Fedora College[2], at GSOC[3].

Please note that the program limit is $2000. Check your travel options and let us know if such a subsidy helps you make it to Prague. If not, I'm afraid the region can't raise the limit, but can at least support contributors for whom it's not so expensive to get to Flock.
