#686 Internal DNS resolver should check /etc/hosts

Right now, our DNS resolver only checks the DNS servers provided by /etc/resolv.conf. However, there are situations where we want /etc/hosts to be the authoritative source.

The internal DNS resolver should check /etc/hosts first, then /etc/resolv.conf servers for host information.
