Right now, the tools to manipulate the local domain are part of the "core" sssd. At the same time, they require some dependencies that no other part of sssd uses, such as libsemanage and have little benefit outside testing. Splitting them off to a -local subpackage would allow users of remote back ends to have less dependencies installed, which is always a good thing.
This would perhaps require some amount of coordination between maintainers of other distributions.
