#4063 sssd-kcm: type confusion on KDC offset

Ticket was cloned from Red Hat Bugzilla (product Red Hat Enterprise Linux 8): Bug 1741306

KDC offset is an int32 - i.e., a signed type.  However, KCM doesn't treat it as
such.  That means that the following is logged for an offset value of -2419176:
