#3862 Restarting the sssd-kcm service should reload the configuration without having to restart the whole sssd

The sssd-kcm service is more-or-less standalone. It's socket activated and does not depend on any other domain or responder. Yet, when the user wants to change the sssd-kcm configuration, typically to enable debugging, they must restart the sssd service completely otherwise the configuration changes are not propagated to confdb.

We should make it possible to restart just sssd-kcm and have that single command re-read the [kcm] section options.
