#3826 Remove references of sss_user/group/add/del commands in man pages since local provider is deprecated

There are several references to the deprecated sss_ user and group management tools. There is the file src/include/seealso.xml and then in sssd.conf there are references to options that are only valid with the local domain as well. We should conditionalize those.
