#3822 Enable generating user private groups only for users with no primary GID

Currently the ldap_auto_private_groups option is a boolean - either never generate the private groups and require that the user entry has a gidNumber attribute or always generate the user entry and convert the group that had been set in the gidNumber attribute to a secondary group.

Some users require that a mixed mode is implemented so that users with a gidNumber set retain that GID and users with no gidNumber are assigned a user-private group.
