#3802 Reuse sysdb_error_to_errno() outside sysdb

The function sysdb_error_to_errno() maps LDB error codes to sss_error codes. It is mostly useful in sysdb, but e.g. the secrets responder also calls ldb functions directly. It might be nice to make the function reusable to avoid copying code around.

But since the sysdb_error_to_errno() function is called many times in sssd, it would also be nice to not rename all callers to avoid issues backporting patches. Perhaps we could #define the new name to the old one.
