#3727 SSSD does not read conf.d/ files if sssd.conf does not exist

sssd doesn't ship with a default sssd.conf file. Adding a config file to /etc/sssd/conf.d/ doesn't seem to have any effect and sssd starts with:

May 01 15:47:51 f28-sssd sssd[be[implicit_files]][2439]: Starting up

OTOH, if I instead place my config file at /etc/sssd/sssd.conf, it works fine.
