#3436 Certificates used in unit tests have limited lifetime

Certificates always include a lifetime and some certificates used in unit tests recently expired. This caused test which validate the certificate to fail. Other tests which just convert the certificate or read some data still worked.

The proper solution is to generate the certificates during the test at runtime.

A short term solution is to replace the expired certificate by a valid one.

Since we are required to release a new upstream tarball no later than Friday Oct-20, I'm moving tickets that will not be closed by that date to the next milestone, 1.16.1
