#3411 write up nslcd-sssd comparison

Since some distributions might want to completely deprecate nslcd in favor of sssd, we should have a document that compares the two and use it as a basis to close the gaps.

Since we are required to release a new upstream tarball no later than Friday Oct-20, I'm moving tickets that will not be closed by that date to the next milestone, 1.16.1
