There are placeholders that would allow listing currently configured targets and sinks per target. This is needed to be able to force sink to change its state. One of the use cases for such functions is when the application needs to communicate to the file providers that files should be hard closed and reopened (logrotate case).
This should come with official ELAPI 1.0 release that would be some time before 1.2.
