#3242 Provide a "writable" D-Bus management API for local users

The InfoPipe responder should allow its consumer to change attributes of local users coming from id_provider=files.

There are two basic use-cases:
- let an application manage local users via an API rather than spawn shadow-utils binaries or libuser
- add extended attributes for local users. This use-case might be split into its own ticket, but the basic idea is to add attributes keyed by UID into (a separate to keep admins from deleting) database.

It should be possible if configure in future to manage remote users too. We should probably fork a separate ticket and consider this use case in the design of this feature.

We also need to take audit requirements into account when developing this feature. For anyone implementing this in the future, check https://bugzilla.redhat.com/show_bug.cgi?id=1115188 as an example of what was requested for the local provider (which will probably be deprecated in favor of the files provider).
