#3196 RFE: Add a new option to track the encoding of GPO INI files

With some Windows locales (like Russian), the GPO INI files are in a different encoding than UTF8, with Russian, it's CP1251. In ticket #3105, we proposed an automatic way of handling these GPOs, but in some cases, knowing what encoding the GPOs are in might be even more helpful.

Nonetheless, solving the problem without an option would be preferable as we already have too many options and this is a case that should just work.
