#3142 expose disabling the netlink support as a sssd.conf option

At the moment, netlink support can be disabled with a sssd command line option. Some users would prefer to have a sssd.conf option instead as this allows disabling the option w/o changing the systemd unit files.

There is a patch on the list, therefore I'm adding this ticket to the next available milestone (we can move the ticket out if the review takes time and we need to release 1.14.2 in the meantime)
