#3129 [RFE] socket-activate the IFP responder

This is a subset of ticket #2243. Especially as we add more and more functionality to the IFP responder, like the sssctl tool, we should make sure the IFP responder is activated on-demand and the admin doesn't have to activate the functionality manually.
