Description of problem: Please make it so that a message is printed upon a PAC timeout. Currently there is nothing printed so we do not know whether there is a timeout or something else going on. This is making debugging harder and at the same time, it's literally adding two DEBUG statements. I think this is entirely doable in 1.13.

Quick implementation proposal (and feel free to create the patch differently, this is just an idea) -- before calling the PAC responder, add a TRACE_FUNC message that would say that contacting the PAC responder might take a bit of time in case the cache is not populated or up to date.
