#2815 Optimize GPO logins

That being said, GPO interaction is expensive and we may want to rethink
doing it on every login and instead switch it to a periodic task that mirrors
how Windows does it. (I think Windows updates the GPOs every hour with a
randomization algorithm so that not all machines hit AD simultaneously).
