#2738 Cannot build rpms from upstream spec file on rawhide

According to latest rpm release notes http://rpm.org/wiki/Releases/4.13.0
a build will fail with empty manifest files.

This is a reason why it's not possible to build rpms on rawhide.
There are empty files for translation/languages
