#2386 Add a --with-python3 configure option

In order to support building our Python code for both Python 2 and Python 3, we should add a new configure-time option --with-python3 that would also build

If both stacks are selected, then unit tests should be ran against both interpreters as well.

We'll try to implement this for F-21, but we're pretty swamped, so I'm marking this as minor and a candidate for deferral.
