#2318 All responders read the negcache timeout setting from the [nss] section

This code is present in all responders:

     /* Set up the negative cache */
     ret = confdb_get_int(cdb, CONFDB_NSS_CONF_ENTRY,
                          CONFDB_NSS_ENTRY_NEG_TIMEOUT, 15,
                          &pctx->neg_timeout);
     if (ret != EOK) goto done;

Where pctxis per-responder context. I think this convention comes from the times where we made the nss responder mandatory. With the introduction of the InfoPipe, however, having to configure the negative timeout in the NSS section is not flexible.

Because we shouldn't break backwards-compatibility, we should try to read the timeout from the nss section first, but prefer the per-responder timeout.


We should solve #2317 first, though.
