#216 provider_id = local should only allow auth-module = local as an a valid authentication option

Description[[BR]]
For SSSD local domains, it doesn't make sense to be able to configure a network authentication mechanism. SSSD should fail to start if an auth-module other than local is specified.[[BR]]
