#2037 nondescriptive error message when ccache directory has wrong permissions

When the directory to store ccache to has wrong permissions, we don't really print a nice error message and that confuses admins.

We only print:

Public directory cannot be created below a user directory.
check_parent_stat failed for public directory [/tmp]

We should print a level 0 log message saying something like "Check the ownership and permissions of $ccache_dir"
