The number of periodic refresh has grown over time. We have enumeration, sudo (full and smart), dyndns and soon there will be also periodic refresh of cached entries (#1713). Each of these tasks implements a custom tevent timer based API which basically does the same thing, just in more or less sophisticated way.
We should look at each of these implementations and unite them into single API.
