#1771 Negative cache messages are displayed at too low of a DEBUG level

When a request comes in that is answered by the negative cache, an sssd_nss.log message is generated at the SSSDBG_MINOR_FAILURE log level. This is very noisy, since negative cache messages are very common. It would be better to log this at the SSSDBG_TRACE_FUNC level, I think.
