#1492 There is no /etc/selinux/targeted/logins on RHEL5

I found this issue while testing the threading bug in the client on RHEL5. The SELinux logins directory is not present at all on RHEL5.

I asked the SELinux policy maintainer whether the support for SELinux user context is present on RHEL5 or whether we should simply disable this feature on RHEL5.
