#147 IPA client should automatically fail over to a different IPA server if its “preferred” IPA server is not available

We need to support an infrastructure to handle failover to an IPA replica in the event that the primary is no longer (or temporarily) available.

Failover should also restore itself to the original preferred server once it becomes available again.
