#1443 Define internal PAM commands outside client scope

Some PAM commands are not triggered by a PAM stack command, but are an internal operation - such as krb5 ticket renewal. Other commands might be specific to responder <-> back end communication, such as writing out the SELinux login file.

Because of the way pam_forwarder works, all these commands were defined in the pam_forwarder function and mixed with pure client commands.

We should create a new enum with commands that are valid from the responder on, translate the PAM commands into the enum and remove constants that are not related to PAM commands from the client definitions.
