Discussions with administrators have resulted in a decision to convert from using the confdb (with ldb-tools) to .ini files for configuration.
We will be retaining the confdb interface internally, but we need to read in (and be notified on changes to) a configuration file.
Notes for implementation: Include a 1-2 second delay before rereading the configuration so that multiple sequential changes do not trigger multiple signals to reconfigure.
