We converted to new macros for the debug levels which imply the content that should be displayed for each of them. Many existing DEBUG messages have not yet been converted, and each of them should be investigated for compatibility and appropriateness of the level. The ultimate goal should be to replace all numeric debug level values with a macro.
I'm not sure why two copies of this ticket were created. Since I've referenced ticket #1374 elsewhere, I'll close this one as the duplicate.
