If we attempt to use the tools before the first time the SSSD is started, or if the configuration file has changed and the SSSD has not been restarted, the confdb will be empty or invalid (resp.). The tools should detect whether the SSSD is running, and if not they should initialize the confdb from the config file.

Forgot to close this bug long ago. We made the decision that this was probably unsafe, and we'd do better to leave ownership of the confdb with the monitor.
