#1145 Provide a --with-sudo configure time option

Currently the sudo feature is enabled with the --enable-all-experimental-features configure switch. We should also provide a separate --with-sudo option that would be enabled along with the --enable-all-experimental-features but would also be there to stay even when the sudo feature goes stable.

When doing this, we should check for BUILD_SUDO ifdefs and move them all into one sudo-specific file, to avoid ifdefs in the main part of the code.
