#174 COLLECTION move serialization sizes into configure.ac

collection_tools.c uses several constants that define size of the serialized data.
Consider moving these constants to a configure.ac as AC_DEFINE as similar thing has been done for ELAPI. May be they should share same defines located in common...


Do this re-factoring together with tickets #168 and #170.

Do this re-factoring together with tickets #168 and #170.

I was unable to find those ^^ tickets. Probably those are from a previous platform used to host the project.

Anyway, it's been deferred for 8 years, and no actual demand as far as I'm aware.
Closing this as "WONTFIX" keeping in mind we can re-open this later if needed.
