collection_tools.c uses several constants that define size of the serialized data. Consider moving these constants to a configure.ac as AC_DEFINE as similar thing has been done for ELAPI. May be they should share same defines located in common...

Anyway, it's been deferred for 8 years, and no actual demand as far as I'm aware. Closing this as "WONTFIX" keeping in mind we can re-open this later if needed.
