In general, this can be done with id attributes. If a header has a descriptive id, it could be linked. For example, the header How can I get active and participate? could have the participate id attribute. Theh4 tag would look like <h4 id="participate"> and a link would be formatted ashttps://jshelter.org/faq/#participate` to quickly navigate to the specified heading.
