#30 Rebase to go1.13

Tracking issue for rebase to Go 1.13 in Fedora 31.

From usual round of fixes and improvements this will bring go modules as default and with them Go proxy and sumdb. Default instance of the last two will be run by google under the golang upstream, without clear privacy policy. Let's discuss this at our next meeting.
