I am thinking a list called something like "budget@fedoraproject.org" may be useful.
The required subscribers would be the FCAIC and all project treasurers and card holders. Everyone else is optional.
Traffic will consist of: - notifications about transaction/budget updates (think PR merge notifications) - information and discussion about the mechanics of Fedora's budget and accounting - Monthly budget status reports
This will not be a forum for requesting budget or getting approvals.

Whatever you think is useful for your activity is obviously ok. A list for communications to treasurers about numbers and budget reports can be a plus, so I guess you should just go ahead and file an infra ticket to set up the list. However I think this could also be set up as a private list. Publicly people can read the final numbers on budget.fpo. Name fits perfectly.
My only reason for going public was so that those who wanted accounting notifications could subscribe.

I would prefer public. It provides an easily verified audit trail for discussions.

Anything except just the bare-word "budget@". For example "fedora-budget@", "community-budget@", whatever.
