The Fedora Council charter assumed the existence of a funded-by-Red-Hat Program Manager role. That position no longer exists. However, Red Hat is hiring for a new role to support Fedora. (Commblog post in the works.)
This updates our charter to include the person in this new role as part of project leadership (as with other appointed positions, with the approval of the Council for any specific candidate).
I also propose slight changes to the job description in the charter (prioritizing change wrangling over schedule maintenance) — see the docs PR: https://pagure.io/Fedora-Council/council-docs/pull-request/198.

+1 on the fundamentals, but I would like to not have two pages and update one instead. Similar to how we do not have different pages for Fedora Community Architect & Impact Coordinator, Fedora Community Lead, etc.
