#435 Rework the SIG documentation

The ticket was inspired by the talk from Fabian at CentOS Connect and the CentOS SIG Guide:

The idea is that we also need to collect resources for SIGs into a single place so that people have a good entry point to all the tools available for them.

Actions:

  • Create a Fedora SIG Guide in Fedora Docs. We can use the following page as a start: https://fedoraproject.org/wiki/Creating_a_Fedora_SIG

  • Documents the following tools and services

    • Communication:
      • Discourse: Tag, Category, Group
      • Matrix: How to setup a room and add it to a space
      • Calendar:
      • Announcements: How and where to announce things
      • Documentation: How to get a new space
    • Infrastructure -> https://fedoraproject.org/wiki/Request_For_Resources
    • Package Maintenance
      • Owning packages as a group
      • Using COPR
    • Customizations
      • Spins
      • Groups
      • System roles
      • Another artifacts
    • Governance
  • Have a Quick Start document with a minimalist approach

SIG is our entry point to contributing to the project beyond maintaining a single package. So the SIG Guide is essentially the Fedora Contributor Guide.

@bcotton I've redone the ticket description.

I think we should agree on the main idea first. And then we can start the conversation with Docs folks on how to better implement it.
