#41 Budget Request: Outreachy Intern(s) for 2015 Winter Cycle
Closed: Fixed None Opened 8 years ago by decause.

Outreachy (formerly GNOME Outreach Program for Women) is administering their winter cycle, and there are members of the Fedora project willing to mentor on a handful of projects.

You can view this year's proposed program on the Fedora Wiki (Work in Progress): https://fedoraproject.org/wiki/Outreachy/2015

General information about the Outreachy program can be found here:
https://wiki.gnome.org/Outreachy

Information Specific to this upcoming round can be found here:
https://wiki.gnome.org/Outreachy/2015/DecemberMarch

The cost of sponsoring an intern is $6,500 USD. They are paid incrementally 3 times over the course of their internship by the Outreachy program, who handles the administrative burden via the Software Freedom Conservancy. A $500 travel stipend is included in that cost, which could be used to help subsidize the intern's travel to FOSS conferences, Events, or workshops (ideally Fedora Events, FADs, or hackfests.)

I would propose that we provisionally allocate funding for at least 1 slot ($6,500), but ideally 2 slots ($13,000) pending suitable applicants to fill the slot(s).

Outreachy program representatives will be available during our Monday meeting on 9/28 to answer our questions.

Remy, a question for you. Does this represent a request for the current-year Fedora budget, or something we'd like to as for in the next budget?

For today's meeting, this is for current year budget.

There is a summer cycle too, but we can approve that with a bit more lead-time during this cycle.
Next year, we will look at next year's budget, unless the council wants to approve both years ahead of time.

I would like to stress that these are provisional approvals, and that if we do not feel there are qualified candidates, then the money will return to the public budget.

I think this is a great request, but I cannot support it even provisionally at this time for reasons entirely unrelated to the Outreachy project itself.

The number of budget requests the Council gets is increasing significantly, which is fantastic. However, the Council itself still has no idea what the budget is, what is planned in it, or what is provisionally allocated. I cannot make informed decisions on what we can account for as a project without further insight there. I would suggest we defer this until we have a better understanding of the current overall budget.

11:34 < mattdm> #info Council is strongly in favor of Fedora participation in Outreachy, but can't commit because we're unclear on the budget

action decause schedule a meeting with Ruth and Council to elucidate budget process/availability.

action council (pending Ruth meeting) make decision to provision budget for Outreachy Interns by Oct. 9th.

The budget meeting with Ruth happened. Results from the discussion can be found on this mailing list thread:

The Budget.next proposal that came out of this discussion and changes to the process, can be found on this wiki page:

As a result of the budget clarity, we were able to approve Outreachy funding for the Winter 2015 Cycle. The application period is now closed, and Outreachy mentors will be making the hiring decisions in accordance with the Outreachy Application Acceptance Guidelines (https://wiki.gnome.org/Outreachy/Admin/ApplicationReview) by November 12th, to be announced publicly on November 17th.
