After Russia started a war with Ukraine, many technologies companies (e.g., TMSC [1]) restrict the export and provide services to Russia. This decision can be based on Wassenaar Arrangement [2] or simply your moral principle. I am aware of https://fedoraproject.org/wiki/Embargoed_nations I want to ask, whether, in the current situation, we can do more (besides what US law mandates us)?

The consensus of the Council can be summarized as: we are sympathetic to the people of Ukraine, but we will follow the legal restrictions and not attempt to create our own.
