#247 Add a policy explaining channel-specific bans

Our policies do not cover the ability for teams to ban someone from a particular channel and the expectations we have for that. I'll write an initial draft for the Council to edit and approve.


Added a draft policy (again, not submitted as a PR until we work with it), repeated below:

Teams within Fedora have the freedom to decide what is on- and off-topic for their fora (IRC channel, mailing list, Telegram channel, et cetera). Moderators may ban participants for repeatedly engaging in off-topic discussion, however they must file a ticket with the Council_'s https://pagure.io/CoC/issues[Code of Conduct issue tracker] to report the ban. Bans for being off-topic in one channel may not be extended to other channels unless the behavior is displayed in that channel as well.

does this have the update we discussed?

also, is there a bug in "Council_'s https://pagure.io/CoC/issues[Code of Conduct issue tracker]"? seems like the underscore is a mistake and the url linking is missing parens?

Updating on the status, since I forgot to do that here. The PR was formally announced and will be ready for Council voting beginning April 1.

The 2 week community comment period has passed. Council members are asked to vote on the content of pull request 55 in this ticket. This vote will require full consensus (three positive votes (+3) and no negative votes (-1)) for approval.

separate issue with its own ticket. Community members who wish to appeal

I am +1 as well. We need one more +1 in order to consider this approved.

After seven days, the vote is (+4,0,-0). This proposal is approved.
