#246 Create a policy change policy

Our policies don't have a policy for how we will make changes to the policy. I will draft one for discussion and approval by the Council.


I drafted a policy for changing policies. I have not yet created at PR from the commit, I'll do that once we've hashed it out amongst ourselves. At which point, I'll announce it to the community (since we don't have a policy for this currently, we'll follow the proposed policy for this)

The draft policy from there is:

Proposed changes to Fedora Council policies must be publicly announced on the council-discuss mailing list and in a Fedora Community Blog post in order to get feedback from the community. After a minimum of two calendar weeks, the Council may vote on the proposed change using the full consensus voting model. After approval, the change is reflected on the Council policies page.

This seems fine to me.

The 2 week community comment period has passed. Council members are asked to vote on the content of pull request #54 in this ticket. This vote will require full consensus (three positive votes (+3) and no negative votes (-1)) for approval.

@mattdm Just spelling and formatting changes.

+1 from me as well. That gives us three positives and no negatives after a week, which means the proposal is accepted.
