Right now, it is permissible under the trademark guidelines https://fedoraproject.org/wiki/Legal:Trademark_guidelines#Noncommercial_and_community_web_sites to create a "page on a social networking web service to support Fedora". The rules for this are fairly lightweight. However, they do not mention Fedora values, code of conduct, or expected behavior. Perhaps unfortunately, I think that it is necessary that we do so. Even if a channel is clearly marked as unofficial, the conduct of community members in social networks reflects on the project as a whole, and can have a big impact — either for the positive or for worse — on Fedora in areas where those social networks are popular.
This example - https://telegram.me/fedorabr will give some more context. The text written " Este grupo aqui nao implementa os 4F's do Fedora, tretas poderao acontecer. " is unacceptable.
We definitely would like to include Fedora values, code of conduct, or expected behavior and extend https://fedoraproject.org/wiki/Legal:Trademark_guidelines#Noncommercial_and_community_web_sites But, I am thinking what consequences, we can highlight if someone does not comply?
Requiring a compatible code of conduct for use of the trademark in this case is definitely a good addition to the rules. If someone fails to comply, we can deny them the use of the trademark. How that gets enforced is another matter. For flagrant cases, Legal could pursue some remedies. We might also consider suspending a violator's account in a similar fashion to CoC violations.
IMHO it is also important to clearly communicate as the Fedora Project that inappropriate behavior is not tolerated in the Fedora Project and suspending an account (if the person continues to violate the CoC) shows a clear message. If someone is publicly violating Fedora's CoC in a Fedora context it would not send a clear message when the project ignores this.
I spoke with @spot, and he proposed this replacement wording for the social media section of the guidelines:
Community accounts are pages related to the Fedora Project, but are not officially maintained by Marketing team members or Social Media administrators. Often, these groups are specific to a region or country. These pages are usually run by an individual contributor or a group of contributors. While these online community accounts are not officially endorsed by the Fedora Project or Red Hat, because they are part of the Fedora Community (and use the Fedora trademarks to identify themselves), their site owners, moderators, administrators, and users are required to comply with the Fedora Code of Conduct (https://docs.fedoraproject.org/en-US/project/code-of-conduct/index.html). Community accounts which are unable to meet this standard of conduct will be required to cease use of the Fedora trademarks, and will be removed from the below listing. Our intent is for all Fedora community members to have a positive and welcoming experience in all community spaces, official and unofficial.
