This is essentially the same issue as issue #99. Please read through it for the background and context on this issue.
Modified images, disables SELinux, modifies a few system parameters and services, and the images were last updated to Fedora 23 (out of support). Customer raised issues on their modifications go unanswered in their bug tracker. This modified image is marketed to Scaleway customers as “Fedora”.

My opinion is the same as the other ticket. If this is just configuration changes, barring a desire to set policy around that, it is unfortunate, but not a violation.

I think we need https://fedoraproject.org/wiki/Legal:Trademark_guidelines to be updated for cloud and host providers. The closest part is "virtual images or appliance distributions", and that's not quite right.
