from wiki to docs.fedoraproject.org.
Update links to point to the new location.
Seeing how Staying Close to Upstream Projects
is linked from here
makes me wonder if it was the right move
to import it to the Package Maintainer Docs.
Maybe its intended to scope is broader than that.
If so, the wiki page can be resurrected.
